Description:

There have been many debates and interpretations of the so-called shift in Philippine foreign policy under the Duterte administration. Perhaps, the clearest explanation of this new foreign policy, in terms of the Philippine-China relationship, was presented by Ambassador-Designate Santiago “Chito” Sta. Romana during the general meeting of the Management Association of the Philippines last Tuesday. Here are his main talking points.

Description:

The attempt of Rodrigo Duterte, the president of the Philippines, to take his country closer to China is symptomatic of the waning influence of the United States in Asia. More and more countries in the Middle East are now moving away from the US orbit, as they no longer find the US to be a credible ally.

As a non-claimant in the maritime disputes and a bystander to the proposed US-led joint patrols in the South China Sea, Indonesia's wave-making deserves particular attention.

Description:

The past few weeks have seen a kind of whirlwind for the Rodrigo Duterte administration. “Rody,” as the Philippine president is affectionately called, made a historic trip to Beijing, where he met President Xi Jinping and returned with multiple billion dollars’ worth of Chinese investments. One of the things he promised to disaffected fishermen was to seek the restoration of their access to the Scarborough Shoal: the issue at the heart of a Chinese-Philippine conflict that has simmered for years—from April 2012, when the fishermen’s incident took place, to Manila’s filing of a legal suit against Beijing in the Permanent Court of Arbitration—characterized by recurring tensions in the waters around the disputed shoal.

The President of the Phillipines’ flip-flops over the South China Sea disputes have been crashing the country’s equities market, which is down 7.2 percent in the last month. Apparently, investors are concerned about the political and economic future of that nation, and the prospects for on-going economic integration of the region and the global economy — most notably China, which needs a market frontier for its manufacturing products.

No good deed goes unnoticed. And so, despite the low profile that Tzu Chi Foundation Philippines has cultivated in the past 22 years as it quietly goes about its humanitarian work, the organization was recently conferred the Parangal Lingkod Sambayanan (Community Service Award) by Ateneo de Manila University (ADMU). Tzu Chi Foundation (which literally means “compassion and relief”) was cited for its longstanding extraordinary work in providing relief to those in need as well as its commitment to uplift the lives of the poor in calamity-stricken areas.

Description:

International relations experts have noted that neighboring states typically engage in balancing behavior against a would-be regional hegemonic power. That response would seem to be instinctively logical. Any power that attempts to dominate a region is likely to appear threatening to neighboring states. Their natural response is to try to counter the strength of that emerging hegemon and, if possible, to band together with like-minded neighbors for such a strategy. As I have written elsewhere, the behavior of Japan, India, Vietnam and other countries in Asia regarding China’s growing clout fits that pattern.

Description:

MANILA, Philippines - The Philippine Coast Guard (PCG) has resumed sending patrol vessels to Panatag (Scarborough) Shoal, but only to “test the waters” and not to confront the Chinese who have stopped harassing Filipino fishermen but remained in control of the area, Transportation Secretary Arthur Tugade said yesterday. He said the Coast Guard would merely be conducting a “roving inspection,” and that the possibility of a confrontation “is farthest from our mind right now.” The Department of Transportation has jurisdiction over the PCG.
