He served at various times as Secretary of Energy of the Philippines, President and CEO of the Power Sector Assets and Liabilities Management Corp., and Deputy Director-General of the National Economic and Development Authority. More recently he was the Executive Director of the Partnerships in Environmental Management for the Seas of East Asia, an inter-governmental regional organization.

Chairman of the Board

Dr. Baviera is currently Professor at the Asian Center, University of the Philippines, serving as its Dean from 2003-2009. She specializes on contemporary China studies and international relations. She is also editor-in-chief of the international journal Asian Politics & Policy. She has lectured and held visiting fellowships at various academic and research institutions in Australia, China, Japan, India, Malaysia, Singapore, Taiwan, and the United States.

Aileen S.P. Baviera
President and CEO

She is an Associate Professor of the Asian Center, University of the Philippines. She holds a PhD and an MA in Political Science from the City University of New York. Her research interests are in comparative politics; institutions and public policy; democratization; political economy/late development. She has worked with developmental non-governmental organizations and in government, serving as assistant secretary of the Department of Agrarian Reform in 1999-2001.

Antoinette R. Raquiza

Currently Dean of the Asian Center at the University of the Philippines, Dr. Gonzalez was president of the Development Academy of the Philippines (DAP) from 1998 to 2006. An expert on policy research/development, institutional analysis and strategic planning among others, Gonzalez holds an MA and PhD in Public Policy from the University of Pennsylvania.

Prof. Ferrer is currently Chairperson, Government Negotiating Panel for Talks with the Moro Islamic Liberation Front, a position she has held since December 2012. She is a Full Professor at the Department of Political Science, University of the Philippines, where she specializes on comparative politics and conflict resolution.

He is the Chairman and Chief Executive Officer of Sterling Paper Group of Companies, and CEO of S.P. Properties, Inc., SL Agritech Corporation while being a member of the governing council of the Philippine Council for Agriculture, Forestry, and Natural Resources Research and Development(PCARRD). He has a Mechanical Engineering degree from the University of the Philippines.

He is Vice President of the Filipino Chinese Friendship Association, and Secretary-General of the Philippine Soong Ching Ling Foundation as well as the Philippine Chinese Writers Association. He is also founding director of the Philippine Chinese Columnists Association.

Mr. Tio Co is a Filipino businessman with a deep interest in the promotion of people-to-people relations. His business interests are in the areas of infrastructure and real estate development, among others. He is also a member of the Philippine Association for Chinese Studies.

Dr. Villacorta is Professor Emeritus of De La Salle University, former Philippine Ambassador and Permanent Representative to ASEAN, and former Deputy Secretary-General, Association of South East Asian Nations. He was President of the Yuchengco Center and was a Member of the Constitutional Commission that drafted the 1987 Constitution of the Republic of the Philippines.

Dr. Gilberto Llanto is Trustee of the Philippine Institute for Development Studies (PIDS), Associate Editor of the Philippine Review of Economics, C-Chair of the Editorial Board of the Philippine Journal of Development, and Member of the Technical Committee for Economics of the Commission on Higher Education. He was formerly PIDS President, Undersecretary of the National Economic and Development Authority and President of the Philippine Economic Society.

He is also a Lecturer at the Chinese Studies Program at Ateneo de Manila University and Board Member at the Philippine Association for Chinese Studies.

Jay L. Batongbacal is an associate professor at the University of the Philippines College of Law and director of the university’s Institute for Maritime Affairs and Law of the Sea. He was a U.S.-ASEAN Fulbright Initiative Visiting Scholar in Washington, DC, in 2014-2015, assisted the Philippines in pursuing its claim to a continental shelf beyond 200 nautical miles in the Benham Rise Region, and is listed as one of the UNESCO/IOC experts for special arbitration under UNCLOS Annex VIII.

Herman Joseph S. Kraft is an Associate Professor with the Department of Political Science at the University of the Philippines at Diliman, Quezon City. He is also concurrently a co-convenor of the Strategic Studies Program of the Center for Integrative and Development Studies at the University of the Philippines. He has been working on and published articles and book chapters on issues concerning ASEAN, regional security in Southeast Asia, and security sector reform and intra-state conflict in the Philippines.

Jose Santiago “Chito” L. Sta. Romana is currently the Philippine Ambassador to China. He is a veteran journalist who lived and worked in China for more than three decades. He witnessed the economic rise of China and its transformation from a Third World country into a major global power.

P/ENS DIANNE FAYE C DESPI (PROF) PN is a member of the Corps of Professors (COP) of the Armed Forces of the Philippines and is currently assigned at the Office of the Dean, COP at the AFP General Headquarters, Camp Aguinaldo, Quezon City. Formerly the Chief Defense Analyst of the Office of Naval Strategic Studies, Philippine Navy, she was involved in the development of the PN Active Archipelagic Defense Strategy, and was Associate Editor of the ONSS StratJournal from 2015-2017.

Aaron Jed Rabena, Ph.D is a political consultant who has served various government and academic institutions as resource person. A former lecturer on Chinese studies, he was recently Visiting Fellow at the China Institute for International Studies in Beijing. His research interests include Strategic Studies, Geopolitics, East Asian International Relations,Political Economy, and Chinese Politics and Foreign Policy.

Mark Manantan is currently a Lloyd and Lilian Vasey Fellow at the Pacific Forum in Hawaii. Concurrently, he is a non-resident fellow at the Center for Southeast Asian Studies at the National Chengchi University in Taiwan. Recently he was a visit fellow at the East-West Center in Washington D.C., under the U.S.-Japan-Southeast Asia Partnership in a Dynamic Asia Fellowship. Mr. Manantan is also the Founder and Strategic Director of Bryman Media.

Dr. Cleo Calimbahin is an Associate Professor with the Department of Political Science. Dr. Calimbahin completed her PhD at the University of Wisconsin-Madison as a Fulbright Fellow. Her sub-fields are Comparative Politics and International Relations. Dr. Calimbahin was the Global South Scholar in Residence in IHEID, Geneva and was an IDE-Jetro Fellow in Japan. In Madison, she received a Fellowship with the Center for Southeast Asian Studies and the Scott-Kloeck Jensen Field Research Grant. Dr. Calimbahin’s publication and research interests are in elections, corruption, and democracy studies.

Dr. Maria Thaemar Tana is an Assistant Professor of International Relations at the University of the Philippines, Diliman. She graduated with a PhD in Japanese Studies from the National University of Singapore and wrote her dissertation on Japan’s human security policy. She was previously a graduate teaching assistant at the Department of Japanese Studies at the National University of Singapore and a lecturer at the International Studies Department, De La Salle University, where she also obtained her master’s degree in international studies.

Maria Thaemar Tana

Dr. Sindey Bata is a senior lecturer at the Ateneo de Manila University and the University of the Philippines. He obtained his doctorate degree in Huazhong University of Science and Technology and his Masters in Sociology at Fudan University. He has worked in various universities in the Philippines teaching Chinese language, culture, the post-Mao Chinese society and Science and Technology in China. He has also served as director of the Ateneo de Manila University Chinese Studies Program and Ricardo Leong Center for Chinese Studies. His research interests include migration, poverty alleviation, identity, language, adaptation, and globalization.
